Today, Cobb County prevailed in its appeal of the trial court's ruling against it in the case of Cobb County v. Floams. The Court reversed the Cobb County Superior Court and agreed with the County that the Floams had failed to show uncertainty about future conduct sufficient to warrant declaratory relief.

Given its ruling that subject matter jurisdiction was lacking, the Georgia Supreme Court did not reach the merits of the legal arguments on the meaning of the constitutional exclusions.
